Cloud Computing Adoption in Africa: Opportunities and Infrastructure Realities

Cloud computing — the delivery of computing services including processing power, data storage, databases, networking, software, and analytics over the internet from shared infrastructure managed by cloud service providers — has transformed how businesses and governments worldwide store, process, and access data and applications. In Africa, cloud adoption has grown substantially over recent years as organisations recognise the potential to access enterprise-grade computing infrastructure without the upfront capital investment in on-premise servers and data centres that would otherwise be required, even as specific infrastructure challenges and data sovereignty considerations have shaped how and at what pace adoption has proceeded.

The Business Case for Cloud in Africa

For many African organisations — particularly growing businesses, startups, and public sector entities — cloud computing offers several compelling advantages over traditional on-premise computing infrastructure. Capital expenditure on servers, data centre space, cooling, and power infrastructure is replaced by operational expenditure on cloud services consumed as needed, reducing upfront investment requirements and allowing computing resources to scale up or down with actual demand rather than requiring investment sized for peak capacity. Reliability of cloud-hosted services, provided by major cloud providers with redundant global infrastructure, typically exceeds what most African organisations can achieve with their own on-premise systems, which are often constrained by unreliable power supply and limited IT maintenance expertise. Access to the latest software and computing capabilities — artificial intelligence and machine learning tools, advanced databases, security services — is immediate on cloud platforms without requiring significant investment in specialised hardware or software licenses. And cloud infrastructure enables the remote and hybrid working arrangements that have become increasingly standard following the COVID-19 pandemic’s acceleration of digital workplace adoption.

Major Cloud Provider Investment in Africa

Recognition of Africa’s growing cloud market has prompted significant infrastructure investment by major global cloud providers, including the establishment of regional cloud data centres — physical facilities housing the servers and networking equipment from which cloud services are delivered — in several African locations. The establishment of in-region data centres is significant for several reasons: it reduces the latency of cloud services for African users, since data does not have to travel to and from data centres on other continents; it addresses data sovereignty and regulatory concerns in countries where laws or regulations require that certain categories of data be stored within national or regional borders; and it provides disaster recovery and data backup services that can be certified as maintaining data within the African continent. Several major cloud providers have announced or established cloud regions in South Africa, Kenya, Nigeria, and Egypt, with additional investments planned across other markets as the addressable cloud market continues to grow.

Internet Connectivity and the Infrastructure Dependency

Cloud computing is fundamentally dependent on reliable, affordable, and fast internet connectivity, since applications and data hosted in the cloud are accessed through the internet rather than from local servers. The quality and cost of internet connectivity therefore has a direct bearing on the practical usability of cloud services for African organisations, and in areas with slow, unreliable, or expensive connectivity, cloud adoption faces a significant practical constraint. Progress on expanding and improving Africa’s internet infrastructure — including expanding submarine cable capacity, rolling out 4G and 5G mobile networks, and extending fibre connectivity to more locations — is therefore closely linked to the trajectory of cloud adoption, with improving connectivity progressively removing one of the most significant barriers to cloud service usability across a wider range of the continent.

Regulatory and Data Sovereignty Considerations

A growing number of African countries have enacted or are developing data protection legislation that imposes requirements on how personal data is collected, processed, stored, and transferred across borders. Some of these regulations include data localisation requirements — mandating that certain categories of data be stored within the country’s borders — that affect decisions about where data can be hosted and which cloud service providers can serve specific customers or use cases. Navigating these regulatory requirements is an increasing priority for cloud service providers and for the organisations that use their services, particularly multinational companies operating across multiple African jurisdictions with different and sometimes conflicting data governance requirements. The development of in-region cloud infrastructure by major providers directly addresses data sovereignty concerns in markets where regulatory requirements mandate local data storage.

Government Cloud Adoption

Public sector cloud adoption — migration of government data systems, public services, and administrative applications to cloud infrastructure — has been an area of significant activity across several African countries, driven by potential efficiency gains, cost savings, and the ability to deliver digital public services at scale without investment in government-owned data centres. Several governments have developed cloud strategies and established procurement frameworks enabling public sector entities to procure cloud services from pre-approved providers, and a growing number of digital public service applications — from tax administration to social benefit delivery — are being built on cloud infrastructure. Data security, sovereignty, and the long-term vendor lock-in risks of cloud dependency are among the governance considerations that shape how governments approach cloud strategy for sensitive public sector applications.

Cloud for SMEs and Startups

Small and medium enterprises and technology startups represent a particularly active cloud adoption segment across African markets, since cloud infrastructure allows small organisations to access the same computing capabilities as large enterprises without proportionate capital investment. The ability to start a software business with minimal upfront infrastructure cost — accessing computing power, storage, and application services on demand — has been transformative for the African startup ecosystem, enabling entrepreneurs to build and scale technology products without the barriers that on-premise infrastructure investment would have historically imposed. Startup-focused cloud credits programs offered by major cloud providers have further reduced the cost barrier for early-stage companies, allowing them to build and test products on cloud infrastructure before generating revenue to fund computing costs commercially.

Cybersecurity in the Cloud

Cloud adoption changes but does not eliminate the cybersecurity responsibilities of African organisations. While major cloud providers invest heavily in the security of their infrastructure and provide a range of security tools and services, the security of data and applications within cloud environments — the configuration of access controls, the security of applications built on cloud platforms, and the management of credentials and identities with cloud system access — remains the responsibility of the cloud customer. The shared responsibility model requires organisations to maintain and develop cloud-specific cybersecurity knowledge even as they delegate infrastructure security to cloud providers, and building this capability is an important dimension of responsible cloud adoption across African public and private sector organisations.

Looking Ahead

Cloud adoption across Africa is likely to continue growing rapidly, driven by the compelling economic case for cloud versus on-premise infrastructure, continued connectivity improvement expanding the geographic range where cloud services are practically usable, and major cloud provider infrastructure investment reducing latency and addressing data sovereignty concerns in an increasing number of markets. The organisations and countries that most effectively leverage cloud infrastructure to build digital services, improve government efficiency, and enable startup innovation are likely to gain meaningful competitive and development advantages from this technology transition.
